but the production cost for C4 is even 6 times

It depends on the wall. Some of them (such as a concrete wall) have high resistance to explosive damage so Primitive bombs don't do much damage and Modern bombs are much more effective.
Also, Resonance bomb has a very different damage pattern though you might not notice it visually but logically it's very different. Here is a community video regarding the bombs https://www.youtube.com/watch?v=OLFiQoJaXew
Also, all the bombs will receive x2 damage increase in the upcoming update.
