Would it be feasible that you can set the private servers through the Ini that you can upgrade the buildings with the infinite sources (oil and lithium salts), and that you can build there, e.g. generators and other parts of the building there?

These areas are strictly "no-build" and we intend to keep it this way.
For private servers, it's possible to create a simple server mod which will allow building in these areas, but so far there is no such mod yet.
