Title: A27 joint claim energy penalty

Hi,
I understand the energy penalty for building large joint claims in PVP. However is this still neccesary for PVE? Can you consider if you believe it not to be too game breaking to lower the penalty for PVE ? Maybe 3% loss per claim or 4%?
