I'm playing PVE, I unlocked genetics and made the biomaterial collectors and empty vials. I gave one collector and vials to our team members, but it doesn't seem to work for them to help collect genetic material. Does the collector require the Cybernetics skills to be unlocked to use?

Sorry - disregard ! It's working, the filled vials were going to his hotbar.
