What if there would be a tax system that you had to pay to a faction ruling over the planet. As long as you pay your taxes you are safe from the attacks but if you don't pay those taxes the attacks start. The taxes would be determined by the value of the base as OP mentioned. There could also be taxes for groups (where the tax rate exponentially increases with higher player numbers) to incentivize solo players and smaller groups. This could also motivate players to be more industrious when it comes to the whole trading aspect, as that would be another good source of generating income.

If you guys could balance it to the point where large groups just have so much trouble paying the taxes that it would slow them down enough so that smaller groups can keep up, I think that could really benefit the game.

- Drone patrols
Patrols of drones that roam around the map. Alone or in groups, passive or agressive. Passive against players holding tools or melee weapons, agressive against players holding guns. Rusty versions that drop metal and copper ingots and other low tier items such as 8mm guns. More advanced versions that are harder to kill that drop mechanical and electronic components and higher tier guns. These drones would help with more action and provide more guns for more action.

- LP for actually surviving/staying alive
Reward LP for each hour/30min survived, first interval 1LP, second 2LP etc. cap it at the fifth or so interval of 5h/2.5h survived with 5LP per interval. This would punish "Death Warping" back to base in PvE to save time/fuel, or at least reward those who play for survival. At the same time make survival harder. More damage from poisoning and radiation, heatstroke in the desert, cold in the boreal forest etc.

- PvP events
On PvE server have missions that spawn with red circles that enable "Duel Mode" upon entering. These mission could be the same as the normal missions or special missions. If you are worried about not having room for those missions on the normal map, inbetween all the bases, there could be missions such as "King of the Arena" where you have to hold the Prag Queen arena for 120 consecutive seconds, countdown starts upon killing another player in the mission area. These could also work in the ruins without radiation or the volcanos.
Another idea I had would be craftable and deployable airdrop beacons that spawn a mission like that, those missions can't be placed within your land claim area or on PvE servers not within a certain radius of another player, to avoid griefing.

- Different bosses and harder bosses
More bosses that require different strategies, for example bosses that can only be damaged from behind or only in certain phases with certain kinds of weapons. Maybe you have more original ideas than me.

- Vehicle bay garage
Make the "Garage" the primary feature on the vehicle bay, it is a lot more common to store/take out a vehicle than using the  bay as a crafting station for new vehicles.

- Areas with massive amounts of monsters
More monsters like in the volcano areas, hordes of crawlers for example, but also increase ammunition turnover from crafting.

- Raidable AI Bases
Make bases that are raidable both on PvE/PvP server, they could appear as missions or in secrecy, give them unique walls, floors and crates, maybe unique decorations so they can be quickly identified. Have them patroled by drones and have mechs defending the interior.

- Paintable armor/mechs/hoverboard
Warpaint for mechs and our armor so we can identify our friends and foes, fool others or just have fun with different looks on our armor and mechs. The paint could also help identify our mechs in the garage.

- Canister spawns in scrap piles and other containers
Since you need literally thousands of canisters to make a smoothly running oil supply/fuel generator system, it would help immensely if canisters would be slightly easier to come by. Single or pairs of canisters could drop in loot piles, and small stacks of 5 or 10 could spawn in crates.
