Not sure what triggered it but back in 1.1.4 I joined the order in a multiplayer game.

I believe I am supposed to trigger a new quest immediately after called "duties" but nothing ever triggered, and the command part of the station remains locked off.

Most likely just a bugged save-game but didn't see a similar report.
