Game discussion / Catch Drug Dealers - Cannot join Order?

So I've tried 5 order quests to join. I've completed 3 and failed 1.
I failed the gun purchase, sigh
So now I'm stuck trying to find the drug dealers, but, I can't find a merchant on any of these maps?
Any ideas?
